Report: European Foundations and Their Investments in Small and Growing Businesses in Emerging Markets

A new report, commissioned by the Dutch Ministry of Foreign Affairs and Sagana with support from the European Commission (Team Europe Initiative – Investing in Young Businesses in Africa), sheds light on how European foundations are deploying capital to support small and growing businesses (SGBs) in emerging markets and developing economies (EMDEs). The report explores foundations’ approaches to catalytic capital and the potential for greater alignment with public development actors.

Despite collectively allocating over EUR 54 billion annually to charitable causes, only a small fraction of European foundations invest in EMDEs, and fewer still channel funding into SGBs. This study highlights a pioneering cohort of foundations adopting innovative investment strategies to foster systemic change, empower local entrepreneurs, and leverage additional capital for underserved communities.

A dedicated section provides a strategic overview for public institutions, offering insights into current and potential collaboration pathways between foundations and public actors to scale SGB investment. This report is essential reading for foundations, public development agencies, and impact ecosystem stakeholders striving to align capital with long-term, transformative impact.
